Apparently the "moving while aiming" mechanic just stops working entirely if you exceed ~75FPS. Enabling the frame limiter immediately corrects this issue

GTA San Andreas Definitive edition NPC aim is too damn accurate. Even with upgraded health they still laser and kill you so fast. I actually had to pre aim many times so they didn't take most of my health away.
